I think the NFL should develop a slotted pay scale for rookies with a small guaranteed bonus upfront, based as a percentage of the base.

Every rookie would get a set, 3 year contract with a 35% increase each year, the first year completely guaranteed. Anytime after the first year, a team can offer a revised, long term deal based on their performance or cut them. Basically, this keeps the insane pay rates in check, ensures that the a player gets some guaranteed money and a decent raise every year, while allowing teams to budget and project payrolls better.

If scaled correctly, most rookies would play out their 3 year deal and then either get rewarded or cut, with only a small percentage requiring a new deal earlier. They literally would be playing for that second contract, which could be the biggest of their career, with real experience to be judged by.

Maybe the scale starts at $5 mil for the #1 pick and ends at $500k, with and additional 15% as a guaranteed signing bonus.
